blacksmith building help pls

It was suggested I try this buff in proving grounds.

Had no idea it existed but there's a good chance it works.

Can anyone with the building/follower test it for me? Can queue into proving grounds at the chick behind mission table in the garrison.


edit: Never mind, I found someone in the group finder with a building and was able to test it myself. It works :O
